Well who is the bad guy doing the stealing and lying about their actions in the South China Sea ? Which Nation has the absurd idea that 90% of the South China Sea suddenly belongs to them ignoring the claims and rights of smaller nations ? Which nation just wants to spend some money in port in a supposedly self ruled enclave of China ? Which nation is taking the World's refugee's and huddled masses ? The port call of any warship by a country that will be used to intimidate the same country is another venue is adding insults to injury. The " gunboat diplomacy " of the colonial era cannot happen now without any repercussion.
US can make a port call to the country of Taiwan instead. Why in the world would China let another nations warship into their territorial waters, let alone docking at one of their biggest cities? Would we let a Chinese aircraft carrier sail into San Francisco Bay ?

Hong Kong is an autonomous territory ... at least for now. A better question is why would the Philippines, Japan and Vietnam not be POed if China to built islands in their territorial waters?

I think the part that makes it newsworthy is that our warships have been in Hong Kong's ports many times previously, pretty much to the point of being routine. This is one example of how the tensions between the US and China are increasing now, with the tensions of China's military and SCS expansion goals and the US standing up to them over it.
